This paper presents an empirical analysis of speculative attacks on pegged exchange rates in 22 countries between 1967 and 1992. We define speculative attacks or crises as large movements in exchange rates, interest rates, and international reserves. We develop stylized facts concerning the univariate behavior of a variety of macroeconomic variables, comparing crises with periods of tranquility. For ERM observations we cannot reject the null hypothesis that there are few significant differences in the behavior of key macroeconomic variables between crises and non-crisis periods. This null can be decisively rejected for non-ERM observations, however.
Results from the third nationwide cluster sampling survey on the epidemiology of schistosomiasis in the People's Republic of China, conducted by the Ministry of Health in 2004, are presented. A stratified cluster random sampling technique was used, and 239 villages were selected in 7 provinces where Schistosoma japonicum remains endemic. A total of 250,987 residents 6-65 years of age were included in the survey. Estimated prevalence rates in the provinces of Hunan, Hubei, Jiangxi, Anhui, Yunnan, Sichuan, and Jiangsu were 4.2%, 3.8%, 3.1%, 2.2%, 1.7%, 0.9%, and 0.3%, respectively. The highest prevalence rates were in the lake and marshland region (3.8%) and the lowest rates were in the plain region with waterway networks (0.06%). Extrapolation to all residents in schistosome-endemic areas indicated 726,112 infections. This indicates a reduction of 16.1% compared with a nationwide survey conducted in 1995. However, human infection rates increased by 3.9% in settings where transmission is ongoing.
Purpose This article aims to present an overview of the historical development and current status of Chinese small and medium‐sized enterprises (SMEs) examine major political initiatives contributing to SMEs' development and draw out some experience from SME development practices in China. Design/methodology/approach This paper is exploratory in nature, using archives of government documents and related statistics. Findings The article argues that the fundamental role of the market in allocating resources and the self‐operation status of SMEs should be respected, that it is imperative to encourage SMEs to optimise industrial structure, and that it is important to properly handle the government‐enterprise relations and bring the role of the government in macro control into full play so as to create a fair competitive environment for SMEs. Practical implications The Chinese experience of SME development is of great interest to policy‐makers and academics alike. Originality/value The article explores entrepreneurship and SME development in China from a policy‐making perspective.
BACKGROUND: Plants have evolved a panoply of specialized metabolites that increase their environmental fitness. Two examples are caffeine, a purine psychotropic alkaloid, and crocins, a group of glycosylated apocarotenoid pigments. Both classes of compounds are found in a handful of distantly related plant genera (Coffea, Camellia, Paullinia, and Ilex for caffeine; Crocus, Buddleja, and Gardenia for crocins) wherein they presumably evolved through convergent evolution. The closely related Coffea and Gardenia genera belong to the Rubiaceae family and synthesize, respectively, caffeine and crocins in their fruits. RESULTS: Here, we report a chromosomal-level genome assembly of Gardenia jasminoides, a crocin-producing species, obtained using Oxford Nanopore sequencing and Hi-C technology. Through genomic and functional assays, we completely deciphered for the first time in any plant the dedicated pathway of crocin biosynthesis. Through comparative analyses with Coffea canephora and other eudicot genomes, we show that Coffea caffeine synthases and the first dedicated gene in the Gardenia crocin pathway, GjCCD4a, evolved through recent tandem gene duplications in the two different genera, respectively. In contrast, genes encoding later steps of the Gardenia crocin pathway, ALDH and UGT, evolved through more ancient gene duplications and were presumably recruited into the crocin biosynthetic pathway only after the evolution of the GjCCD4a gene. CONCLUSIONS: This study shows duplication-based divergent evolution within the coffee family (Rubiaceae) of two characteristic secondary metabolic pathways, caffeine and crocin biosynthesis, from a common ancestor that possessed neither complete pathway. These findings provide significant insights on the role of tandem duplications in the evolution of plant specialized metabolism.
A secondary sexual character may act as an honest signal of the quality of the individual if the trait bears a cost and if its expression is phenotypically condition dependent. The cost of increasing the trait should be tolerable for individuals in good condition but not for those in a poor condition. The trait thus provides an honest signal of quality that enables the receiver to choose higher quality mates. Evidence for sex pheromones, which play a major role in shaping sexual evolution, inflicting a signaling cost is scarce. Here, we demonstrate that the amount of the major component of the pheromone in glands of Lobesia botrana (Lepidoptera) females at signaling time was significantly greater in large than in small females, that male moths preferred larger females as mates when responding to volatile signals, and small virgin females, but not large ones, exposed to conspecific pheromone, produced, when mated, significantly fewer eggs than nonexposed females. The latter indicates a condition-dependent cost of signaling. These results are in accordance with the predictions of condition-dependent honest signals. We therefore suggest that female signaling for males using sex pheromones bears a cost and thus calling may serve as honest advertisement for female quality.
The objective of the present study was to estimate cancer risk associated with the low-level radiation exposure of an average annual effective dose of 6.4 mSv (including internal exposure) in the high background-radiation areas (HBRA) in Yangjiang, China. The mortality survey consisted of two steps, i.e., the follow-up of cohort members and the ascertainment of causes of death. The cohort members in HBRA were divided into three dose-groups on the basis of environmental dose-rates per year. The mortality experiences of those three dose groups were compared with those in the residents of control areas by means of relative risk (RR). During the period 1987-1995, we observed 926,226 person-years by following up 106,517 subjects in the cohort study, and accumulated 5,161 deaths, among which 557 were from cancers. We did not observe an increase in cancer mortality in HBRA (RR = 0.96, 96% CI, 0.80 to 1.15). The combined data for the period 1979-95 included 125,079 subjects and accumulated 1,698,316 person-years, observed 10,415 total deaths and 1,003 cancer deaths. The relative risk of all cancers for whole HBRA as compared with the control area was estimated to be 0.99 (95% CI, 0.87 to 1.14). The relative risks of cancers of the stomach, colon, liver, lung, bone, female breast and thyroid within whole HBRA were less than one, while the risks for leukemia, cancers of the nasopharynx, esophagus, rectum, pancreas, skin, cervix uteri, brain and central nervous system, and malignant lymphoma were larger than one. None of them were significantly different from RR = 1. Neither homogeneity tests nor trend tests revealed any statistically significant relationship between cancer risk and radiation dose. We did not find any increased cancer risk associated with the high levels of natural radiation in HBRA. On the contrary, the mortality of all cancers in HBRA was generally lower than that in the control area, but not statistically significant.
This paper represents an early attempt to investigate the growth and distributional effects of Fintech development, using household survey data from China. China’s rapid expansion of Fintech in the past decade has significantly improved the accessibility and affordability of financial services, particularly for formerly financially excluded population groups. Linking the index of digital financial inclusion with China Family Panel Studies (CFPS) data, we find that Fintech development is positively correlated with household income, and the positive effect is larger for rural households than the urban counterpart, suggesting that Fintech development has helped narrow the urban–rural income gap. Moreover, the poor gain more than the rich from Fintech development in rural China, indicating its benign distributive impacts within rural China.
Severe soil erosion in the Yellow River basin is a significant obstruction to the sustainable management of soiland water resources. Any changes in soil erosion will have great effects on long-term planning of soil and water conservationin such a severely eroded basin. Rainfall erosivity describes the soil loss potential caused by rain, which can be expected tochange in correspondence to changes in climate. This study was conducted to assess the potential effects of climate changeon rainfall erosivity in the Yellow River basin. Two different rainfall scenarios were generated with the HadCM3 generalcirculation model for the years 2006 to 2035, 2036 to 2065, and 2066 to 2095. The statistics test showed that rainfall erosivityincreased significantly in the Yellow River basin under both scenarios for all periods in the coming decades. The erosivityincrease varied from scenario to scenario, and from period to period. Generally, increases in erosivity were less from southeastto northwest. The calculated precipitation elasticity of rainfall erosivity indicated that percent changes in rainfall erosivitywere greater than percent changes in total precipitation by a factor of 1.2 to 1.4. The expected increases in precipitationrequire that more attention will be given to soil and water conservation practices such as vegetation rehabilitation andcheck-dam construction.
The gaming industry has evolved into a multi-functional smart city that combines integrated casinos and entertainment (ICE). ICE logistics involve supply chains with various stages in geographically-distributed locations and with limited and complex storage and warehouses. Challenges are to leverage demands, traffic, and storage allocation in ICE logistics. The decentralized structure of blockchain technology allows all parties to participate in ICE logistics. Its cryptography-based, immutable nature gives the assurance of security. This research deals with the design and application of blockchains in ICE logistics. We first adopt a Concentric Value Circles (CVC) model to identify the requirements and business opportunities that use blockchain technology in ICE logistics. We develop an open, automated, and transparent platform, TransICE, which utilizes the feature of smart contracts in blockchain technology and adopts a decentralized model, Hawk, where no financial transactions are stored on the blockchain to hold privacy of transactions publicly. Two cases, (1) the Shipment Pricing and Scheduling process and (2) the Pickup, Shipping and Delivery process in TransICE, are studied to illustrate the applications and feasibility of the proposed TransICE platform and the developed smart contracts of the Hawk model.
Purpose This paper intends to examine the change of R&D fiscal policies in China since 1978 and its impact on China's drive to become an innovation‐oriented country. Design/methodology/approach This paper adopts an archive approach and undertakes an overview of the policy changes and their implications. Findings It is found that policy changes have gradually made enterprises the focal point of the national innovation system and that correspondingly a new financial and fiscal mechanism has been created to create incentives for innovation in firms. Originality/value This paper provides a comprehensive overview of the changing financial and fiscal policies in support of technological innovation in China.
Performance data allows politicians to exert accountability over public organizations, even as ideological biases can affect how they interpret such data. However, we know little about how motivated decision-makers prioritize goals when facing multiple pieces of contradictory performance data that reflect the competing goals of public services. Such goal conflict is an inherent aspect of public management. To understand its implications for the use of performance data, we develop a theory of goal reprioritization. We start by assuming that elected officials have preferences between specific policy goals, and about governance processes—such as a preference for public or private service provision. When elected officials face contradictory pieces of performance data, governance preferences drive performance evaluations to the point that they are willing to reweight their goal preferences to minimize cognitive dissonance. We offer experimental evidence of this process, showing that elected officials asked to evaluate school performance reprioritize between two distinct policy goals for schools—test scores and student well-being—to fit with their governance preferences. Reprioritization is an attractive strategy since it allows elected officials to claim they are using performance data, even as underlying governance preferences lead them to set aside the evaluative goal-based criteria by which they would otherwise make performance evaluations. In other words, preferences concerning the nature of government can trump goal preferences when decision-makers use performance data.
This paper evaluates the rural-urban migration and urban unemployment effects of China's WTO accession based on the China-US bilateral agreement on market accession. The evaluation is conducted by a 53-sector recursive dynamic computable general equilibrium (CGE) model of China benchmarked to a most recent version of the Chinese Social Accounting Matrix (SAM). The simulation results show that there is a great need for co-ordination between China's rural-urban migration policy, labour market reform and the implementation of trade liberalisation measures after China's WTO entry. The net benefit from WTO membership will be maximised if China adopts a policy gradually to relax its rural-urban migration control in conjunction with its labour market reform. Doing so not only prevents a dramatic worsening of the urban unemployment problem, but also permits enough labour market flexibility to create more employment opportunities for rural unskilled labour shifted out of the farming sector.
This paper uses the SBM-GML model to measure and evaluate green total factor productivity based on the panel data of 30 provinces and cities in China from 2012 to 2018. It examines the impact of different dimensions of financial decentralisation on green total factor productivity. The research results show that: 1) green total factor productivity in China is improved year by year and better in central and western regions; 2) the decentralisation of fiscal revenue and expenditure significantly weakens the increase of green total factor productivity in provincial level; 3) fiscal decentralisation inhibits green total factor productivity in central and western regions with regional heterogeneity; 4) local government competition affects the relationship between fiscal decentralisation and green total factor productivity, weakens the negative effect of fiscal decentralisation on green total factor productivity. Finally, the study aims to promote green total factor productivity and sustainable development from the perspective of financial decentralisation. This paper expands the literature and evidence of financial decentralisation on green total factor productivity and offers suggestions for governments and policymakers working toward sustainable development.
Triggered by a fascinating publication in the New England Journal of Medicine detailing China's new multi-pronged strategy to control and eventually interrupt the transmission of Schistosoma japonicum, this PLoS Neglected Tropical Diseases Debate critically examines the generalizability and financial costs of the studies presented from the marshlands of the lake region. Edmund Seto from the University of California and colleagues emphasize that the epidemiology and control of schistosomiasis varies according to the social-ecological context. They conjecture that the successful intervention packages piloted in the lake region is not fully fit for the hilly and mountainous environments in Sichuan and Yunnan provinces, and hence call for more flexible, setting-specific, and less expensive control strategies. In response, Xiao-Nong Zhou from the National Institute of Parasitic Diseases at the Chinese Center of Disease Control and Prevention and colleagues explain the steps from designing pilot studies to the articulation and implementation of a new national control strategy through a careful process of scaling-up and adaptations. Finally, the two opponents converge. The need for integrated, intersectoral, and setting-specific control measures is stressed, supported by rigorous surveillance and continuous research. Experiences and lessons from China are important for shaping the schistosomiasis elimination agenda.
To examine the potential sensitivity of the Huang‐Huai‐Hai Plain (3H) region of China to potential changes in future precipitation and temperature, a hydrological evaluation using the VIC hydrological model under different climate scenarios was carried out. The broader perspective is providing a scientific background for the adaptation in water resource management and rural development to climate change. Twelve climate scenarios were designed to account for possible variations in the future with respect to the baseline of historic climate patterns. Results from the six representative types of climate scenarios (+2°C and +5°C warming, and 0%, +15%, −15% change in precipitation) show that rising temperatures for normal precipitation and for wet scenarios (+15% precipitation) yield greater increased evapotranspiration in the south than in the north, which is confirmed by the remaining six scenarios described below. For a 15% change in precipitation, the largest increase or decrease of evapotranspiration occurs between 33 and 36°N and west of 118°E, a region where evapotranspiration is sensitive to precipitation variation and is affected by the amount of water available for evaporation. Rising temperatures can lead to a south‐to‐north decreasing gradient of surface runoff. The six scenarios yield a large variation of runoff in the southern end of the 3H, which means that this zone is sensitive to climate change through surface runoff change. The Jiangsu province in the southeastern part of the 3H region shows an obvious sensitivity in soil moisture to climate change. On a regional mean scale, the hydrological change induced by the increasing precipitation from 15% to 30% is more obvious than that induced by greater warming of +5°C relative to +2°C. These simulations identify key regions of sensitivity in hydrological variation to climate change in the provinces of 3H, which can be used as guides in implementing adaptation.
Skeletal muscle comprises a large, heterogeneous assortment of cell populations that interact to maintain muscle homeostasis, but little is known about the mechanism that controls myogenic development in response to artificial selection. Different pig (Sus scrofa) breeds exhibit distinct muscle phenotypes resulting from domestication and selective breeding. Using unbiased single-cell transcriptomic sequencing analysis (scRNA-seq), the impact of artificial selection on cell profiles is investigated in neonatal skeletal muscle of pigs. This work provides panoramic muscle-resident cell profiles and identifies novel and breed-specific cells, mapping them on pseudotime trajectories. Artificial selection has elicited significant changes in muscle-resident cell profiles, while conserving signs of generational environmental challenges. These results suggest that fibro-adipogenic progenitors serve as a cellular interaction hub and that specific transcription factors identified here may serve as candidate target regulons for the pursuit of a specific muscle phenotype. Furthermore, a cross-species comparison of humans, mice, and pigs illustrates the conservation and divergence of mammalian muscle ontology. The findings of this study reveal shifts in cellular heterogeneity, novel cell subpopulations, and their interactions that may greatly facilitate the understanding of the mechanism underlying divergent muscle phenotypes arising from artificial selection.
BACKGROUND: From April 2010 to January 2011, a severe new viral disease had devastated most duck-farming regions in China. This disease affected not only laying ducks but also meat ducks, causing huge economic losses for the poultry industry. The objective of this study is to develop a one-step reverse transcription loop-mediated isothermal amplification (RT-LAMP) assay for the detection of the new virus related to Tembusu-related Flavivirus. RESULTS: The RT-LAMP assay is very simple and rapid, and the amplification can be completed within 50 min under isothermal conditions at 63°C by a set of 6 primers targeting the E gene based on the sequences analysis of the newly isolated viruses and other closely related Flavivirus.The monitoring of gene amplification can also be visualized by using SYBR green I fluorescent dye. In addition, the RT-LAMP assay for newly isolated Tembusu-related Flavivirus showed higher sensitivity with an RNA detection-limit of 2 copies/μL compared with 190 copies/μL of the conventional RT-PCR method. The specificity was identified without cross reaction to other common avian pathogens. By screening a panel of clinical samples this method was more feasible in clinical settings and there was higher positive coincidence rate than conventional RT-PCR and virus isolation. CONCLUSION: The RT-LAMP assay for newly isolated Tembusu-related Flavivirus is a valuable tool for the rapid and real-time detection not only in well-equipped laboratories but also in general conditions.
To explore differences of zearalenone (ZEN) metabolism between various species, phase I and II metabolism by liver microsomes of animals and human were investigated using ultra high-pressure liquid chromatography-quadrupole/time-of-flight mass spectrometry (UHPLC-Q/TOF MS). A total of 24 metabolites were identified, among which 12 were reported for the first time. Reduction, hydroxylation, and glucuronidation were the major metabolic pathways of ZEN, and significant differences in various species were also observed. Reduction was the main reaction in swine and human, whereas hydroxylation was predominant in rats, chickens, goats, and cows in in vitro systems. Furthemore, in vivo metabolism of ZEN in rats and chickens was investigated, and 23 and 6 metabolites were identified in each species, respectively. Reduction, hydroxylation, and glucuronidation were the major metabolic pathways in rats, while reduction and sulfation predominated in chickens. These results further enrich the biotransformation profile of ZEN, providing a helpful reference for assessing the risks to animals and humans.
Measles incidence decreased dramatically following widespread use of measles vaccine in China in 1965. To evaluate continued progress in accelerated measles control, data on measles cases reported to the National Notifiable Disease Reporting System during 1991 to 2000 were analyzed. From 1991-1995 to 1996-2000, average annual measles incidence decreased from 9.0 to 5.7 cases per 100,000 population, mortality rates fell from <0.3 to 0.1 deaths per million population, and the percentage of China's total population residing in provinces with a measles incidence of <2 cases per 100,000 population and having a measles elimination goal increased from 21% to 29%. Incidence rates were highest in western provinces and in infants and young children. Additional attention must be focused on western provinces and toward ensuring that all infants are immunized. Achieving high routine two-dose coverage with measles vaccine and enforcing school entry requirements may be highly effective strategies to support further gains in measles control.
The aim of this paper is to empirically assess the relationship between government size and economic growth. Using time series methodologies applied to annual data for Italy, the effect of public expenditure, unemployment, and fiscal reforms on economic activity have been analysed. The data used in these analyses have been collected and shown in Forte (2011). The analysis covered a very long period, 1861-2008. Our results show the presence of a non-linear relationship between the size of the public sector (measured by the share of government expenditure over GDP) and the economic growth rate for Italy. In general, the presence of an inverted “U-shape” curve, which emerges for the last two decades, suggests that expenditure cuts might be faster than GDP dynamic. This result is in line with recent empirical literature on this issue. Interestingly, for the monarchic years, it has been found that the zero budget constraint provoked a slower aggregate income variation.
