Exploring the relationship between procedural justice and citizen perceptions of police is a well‐trodden pathway. Studies show that when citizens perceive the police acting in a procedurally just manner—by treating people with dignity and respect, and by being fair and neutral in their actions—they view the police as legitimate and are more likely to comply with directives and cooperate with police. Our article examines both the direct and the indirect outcomes of procedural justice policing, tested under randomized field trial conditions. We assess whether police can enhance perceptions of legitimacy during a short, police‐initiated and procedurally just traffic encounter and how this single encounter shapes general views of police. Our results show significant differences between the control and experimental conditions: Procedurally just traffic encounters with police (experimental condition) shape citizen views about the actual encounter directly and general orientations toward the police relative to business‐as‐usual traffic stops in the control group. The theorized model is supported by our research, demonstrating that the police have much to gain from acting fairly during even short encounters with citizens.
The bacterial community structures of phosphate- and non-phosphate-removing activated sludges were compared. Sludge samples were obtained from two sequencing batch reactors (SBRs), and 16S rDNA clone libraries of the bacterial sludge populations were established. Community structures were determined by phylogenetic analyses of 97 and 92 partial clone sequences from SBR1 (phosphate-removing sludge) and SBR2 (non-phosphate-removing sludge), respectively. For both sludges, the predominant bacterial group with which clones were affiliated was the beta subclass of the proteobacteria. Other major groups represented were the alpha proteobacterial subclass, planctomycete group, and Flexibacter-Cytophaga-Bacteroides group. In addition, several clone groups unaffiliated with known bacterial assemblages were identified in the clone libraries. Acinetobacter spp., thought to be important in phosphate removal in activated sludge, were poorly represented by clone sequences in both libraries. Differences in community structure were observed between the phosphate- and non-phosphate-removing sludges; in particular, the Rhodocyclus group within the beta subclass was represented to a greater extent in the phosphate-removing community. Such differences may account for the differing phosphate-removing capabilities of the two activated sludge communities.
AIM: To provide recommendations for interventions to improve physical function for children and young people with cerebral palsy. METHOD: An expert panel prioritized questions and patient-important outcomes. Using Grading of Recommendations Assessment, Development and Evaluation (GRADE) methods, the panel assessed the certainty of evidence and made recommendations, with international expert and consumer consultation. RESULTS: The guideline comprises 13 recommendations (informed by three systematic reviews, 30 randomized trials, and five before-after studies). To achieve functional goals, it is recommended that intervention includes client-chosen goals, whole-task practice within real-life settings, support to empower families, and a team approach. Age, ability, and child/family preferences need to be considered. To improve walking ability, overground walking is recommended and can be supplemented with treadmill training. Various approaches can facilitate hand use goals: bimanual therapy, constraint-induced movement therapy, goal-directed training, and cognitive approaches. For self-care, whole-task practice combined with assistive devices can increase independence and reduce caregiver burden. Participation in leisure goals can combine whole-task practice with strategies to address environmental, personal, and social barriers. INTERPRETATION: Intervention to improve function for children and young people with cerebral palsy needs to include client-chosen goals and whole-task practice of goals. Clinicians should consider child/family preferences, age, and ability when selecting specific interventions.
We review the molecular and epidemiological characteristics of cetacean morbillivirus (CeMV) and the diagnosis and pathogenesis of associated disease, with six different strains detected in cetaceans worldwide. CeMV has caused epidemics with high mortality in odontocetes in Europe, the USA and Australia. It represents a distinct species within the Morbillivirus genus. Although most CeMV strains are phylogenetically closely related, recent data indicate that morbilliviruses recovered from Indo-Pacific bottlenose dolphins (Tursiops aduncus), from Western Australia, and a Guiana dolphin (Sotalia guianensis), from Brazil, are divergent. The signaling lymphocyte activation molecule (SLAM) cell receptor for CeMV has been characterized in cetaceans. It shares higher amino acid identity with the ruminant SLAM than with the receptors of carnivores or humans, reflecting the evolutionary history of these mammalian taxa. In Delphinidae, three amino acid substitutions may result in a higher affinity for the virus. Infection is diagnosed by histology, immunohistochemistry, virus isolation, RT-PCR, and serology. Classical CeMV-associated lesions include bronchointerstitial pneumonia, encephalitis, syncytia, and lymphoid depletion associated with immunosuppression. Cetaceans that survive the acute disease may develop fatal secondary infections and chronic encephalitis. Endemically infected, gregarious odontocetes probably serve as reservoirs and vectors. Transmission likely occurs through the inhalation of aerosolized virus but mother to fetus transmission was also reported.
“CSI”-style TV shows give the impression that fingerprint identification is fully automated. In reality, when a fingerprint is found at a crime scene, it is a human examiner who is faced with the task of identifying the person who left the print—a task that falls squarely in the domain of psychology. The difficulty is that no properly controlled experiments have been conducted on fingerprint examiners’ accuracy in identifying perpetrators (Loftus & Cole, 2004), even though fingerprints have been used in criminal courts for more than 100 years. Examiners have even claimed to be infallible (Federal Bureau of Investigation, 1984). However, the U.S. National Academy of Sciences has recently condemned these claims as scientifically implausible, reporting that faulty analyses may be contributing to wrongful convictions of innocent people (National Research Council, Committee on Identifying the Needs of the Forensic Science Community, 2009). Proficiency tests of fingerprint examiners and previous studies of examiners’ performance have not adequately addressed the issue of accuracy, and they been heavily criticized for (among other things) failing to include large, counterbalanced samples of targets and distractors for which the ground truth is known (see Cole, 2008, and Vokey, Tangen, & Cole, 2009). Thus, it is not clear what these tests say about the proficiency of fingerprint examiners, if they say anything at all. Researchers at the National Academy of Sciences and elsewhere (e.g., Saks & Koehler, 2005; Spinney, 2010) have argued that there is an urgent need to develop objective measures of accuracy in fingerprint identification. Here we present such data.
A construal theory of happiness emphasises the mediating impact of cognitive and motivational processes on the individual's perceptions of their happiness. This study investigated a path model with the two cognitive variables, self-reflection and self-rumination as mediating factors between an independent self-construal and subjective happiness. One hundred and twenty three participants completed a questionnaire designed to measure subjective happiness, independent self-construal, self-reflection, and self-rumination. Individuals' propensity to self-reflect and self-ruminate was not found to be affected by an independent self-construal. A higher independent self-construal was associated with greater happiness. The results also indicated that self-reflection has the potential to both increase and decrease (when mediated by self-rumination) subjective happiness. This study suggests that although meaningful self-reflection may be beneficial for individuals who do not enjoy high levels of happiness, the perils of self-reflection are that it may trigger self-rumination which has detrimental consequences for happiness.
Tactical trainees, like those entering the police force, are required to undergo vigorous training as part of their occupational preparation. This training has the potential to cause injuries. In addition, the physical training, communal living and pressures of tactical training are known to induce immune suppression and have the potential to increase the risk of illness. The aim of this study was to investigate the relationship between leg power, as measured by a vertical jump (VJ), and rates of reported injuries and illnesses during police recruit training. Retrospective data from recruits (n = 1021) undergoing basic police recruit training at an Australian Police Force College was collected. Recruits completed a VJ assessment at the commencement of their second state of training. Formally reported illness and injuries were collected 12 weeks later, following completion of training. Correlations between VJ height and rates of reported illness and injury were low (r = -0.16 and -0.09, respectively) but significant (p < 0.005), with VJ height accounting for 2.6% and 0.8% of the variance in illness and injury rates, respectively. In terms of relative risks, recruits with the lowest recorded VJ heights were more than three times as likely as those with highest VJ heights to suffer injury and/or illness. Police recruits with lower VJ height are at a significantly greater risk of suffering an injury or illness during police basic recruit training.
There is widespread acknowledgment for a connection between alcohol consumption and crime, but the extent of the connection and its implications continue to promote debate. Previous research has concentrated on assessment of alcohol involvement of offenders following arrest. Not all incidents coming to the notice of police result in an arrest. Arrest-centred alcohol involvement research is limited as arrest is not the most common outcome of police attendance.This study utilized an incident survey card to allow operational police officers to record their assessment of alcohol involvement for all incidents, not just arrests. Police were given clear guidelines to assist in their assessment of alcohol involvement. The survey was conducted over a 4-week period in six metropolitan Sydney Police Patrols. Levels of alcohol involvement were very high, with 77% of street offence incidents (assault, offensive behaviour and offensive language) found to be alcohol-related. Also identified was the high proportion of offences occurring in or near licensed premises. Sixty per cent of all alcohol-related street offences were included in this category. Other offences which also received a high alcohol involvement assessment were malicious damage (58%), domestic violence (40%) and noise complaints (59%). Drink driving offences were, by definition, 100% alcohol-related.
Gram-positive cocci, isolated from the feces of koalas and identified as Streptococcus bovis biotype I, formed a distinct clear zone on tannin-treated brain heart infusion agar, suggesting that this isolate has the unique characteristic of degrading the tannin-protein complex.
Lifetime records of 442 Holstein cows on one farm in North Queensland, Australia, were analysed to evaluate the effects of age at first calving (AFC) and first lactation milk yield on parities per lifetime, longevity, milk yield in subsequent lactations, lifetime milk production and the longevity index (LI), that is the proportion of a cow's life spent in active milk production. The mean daily yield in the first lactation was a reliable indicator of milk yield in subsequent lactations, estimated lifetime production, longevity and LI. The afc had no effect on lifetime days in milk. Neither the AFC nor the milk yield in the first lactation significantly affected the number of parities per lifetime. For the majority of cows, which produced less than 30 l/day in the first lactation, there was a significant positive relationship between longevity and AFC. However, none of the cows that produced more than 30 l/day in the first lactation survived for more than two lactations. The optimal AFC was thus two to two-and-a-half years, as these cows had the highest first lactation yield, estimated lifetime production and LI. The optimal mean daily yield in the first lactation was 20 to 30 l/day, as these cows lived longer and had a higher LI and lifetime production.
There has been little empirical study of the abilities contributing to proficient performance in psychological profiling. The authors sought to address this issue by comparing the accuracy of psychological profiles for a closed murder case generated by groups differing primarily in characteristics posited to underlie the profiling process. In addition to a sample of professional profilers, the study recruited groups of police officers, psychologists, university students, and self-declared psychics. Another group of participants compiled a generic profile of murderers without knowledge of the specific case given to other groups. Despite the small size of the sample of profilers, there were indications that this group had a set of profiling skills superior to the individual skills represented by the other expertise groups. In addition, the performance of psychologists was better in some respects than that of police and psychics, suggesting that an educated insight into human behavior might be relatively pertinent to psychological profiling. On the other hand, it would seem that psychics relied on nothing more than the social stereotype of a murderer in their production of the offender's profile.

Analysis of the effects of sex and age on upper- and lower-body power for law enforcement agency recruits before academy training. J Strength Cond Res 32(7): 1968-1974, 2018-Power is an important characteristic for law enforcement officers. Tasks such as carrying or dragging a civilian to safety, jumping or vaulting, and suspect restraint and pursuit require power to be effective. Certain recruits may be lacking in these qualities even if they have been accepted to a law enforcement agency (LEA). This study investigated upper- and lower-body power in male and female LEA recruits, and recruits of different ages, before academy training. Retrospective analysis of recruit data from one LEA was conducted. The measurements were: vertical jump (VJ) height; peak anaerobic power calculated by the Sayers equation; power-to-body mass ratio (P:BM); seated medicine ball throw (MBT) distance; and MBT distance relative to body mass. Independent-sample t-tests were used to compare the sexes, whereas a 1-way analysis of variance with Bonferroni post hoc compared the pooled data for recruits across different age groups (20-24; 25-29; 30-34; and 35+ years). The male recruits demonstrated superior performance across all power tests compared with the female recruits (p < 0.001). Regarding age, the 35+ year group performed less than optimally in the VJ and P:BM compared with the 20-24 and 24-29 years groups, and in the relative MBT compared with the 20-24 and 30-34 years groups (p = 0.003-0.037). Despite being accepted to a LEA, female recruits and recruits aged 35+ years of age may be lacking in upper- and lower-body power. Female and older recruits should participate in strength and power training before academy attendance to maintain or enhance these qualities.
Information technology (IT) project implementation is still a grey area. There are differences of opinion among educators and practitioners on strategic emphasis and implementation methods. Implementation of IT projects, especially large IT projects, is synonymous to management of changes in an organisation, be it for altering the work culture or gaining competitive advantages. When formulating effective change management strategies to support the introduction of IT, it may be useful to integrate and use concepts and practices drawn from disciplines such as traditional project management, organisational/product innovation, and change management theory and practices. This paper examines project management and product innovation literature to identify change management concepts and practices.
The capacity of police organizations to adopt innovative practices is poorly understood. This article compares and contrasts the uptake of one particular innovation: intelligence-led policing (ILP), in New Zealand, using a survey of 286 officers and 32 depth interviews to explore police attitudes and perceptions of the organizational factors influencing the adoption of ILP. We found that leadership and effective use of technology were critical to initiating and sustaining innovation. We conclude with a discussion of how police departments might best plan for and execute the adoption of new, innovative approaches to crime control.
Although fingerprint experts have presented evidence in criminal courts for more than a century, there have been few scientific investigations of the human capacity to discriminate these patterns. A recent latent print matching experiment shows that qualified, court-practicing fingerprint experts are exceedingly accurate (and more conservative) compared with novices, but they do make errors. Here, a rationale for the design of this experiment is provided. We argue that fidelity, generalizability, and control must be balanced to answer important research questions; that the proficiency and competence of fingerprint examiners are best determined when experiments include highly similar print pairs, in a signal detection paradigm, where the ground truth is known; and that inferring from this experiment the statement "The error rate of fingerprint identification is 0.68%" would be unjustified. In closing, the ramifications of these findings for the future psychological study of forensic expertise and the implications for expert testimony and public policy are considered.

Waist circumference and waist-to-hip ratio in law enforcement agency recruits: relationship to performance in physical fitness tests. J Strength Cond Res 34(6): 1666-1675, 2020-Law enforcement agencies (LEAs) use tests to assess recruit physical fitness. Body fat can influence test performance but is difficult to measure during academy because of time, equipment constraints, and instructor knowledge. This study examined relationships between waist circumference (WC) and waist-to-hip ratio (WHR), practical measures of fat distribution, and fitness test performance. Retrospective analysis of 267 LEA recruits (age: ∼28 years; height: ∼1.73 m; and body mass: ∼80 kg; 219 males and 48 females) was conducted. The tests included: WC and WHR; grip strength; push-ups, sit-ups, and arm ergometer revolutions in 60 seconds; vertical jump (VJ); medicine ball throw; 75-yd pursuit run (75PR); and multistage fitness test (MSFT) shuttles. Partial correlations, controlling for sex, calculated relationships between WC, WHR, and the fitness tests. Recruits were split into quartile groups (based on the sample size) for WC and WHR (group 1 had the lowest WC and WHR; and group 4 the highest). A 1-way multivariate analysis of variance, with sex as a covariate and Bonferroni post hoc, compared between-group test performance. A greater WC related to lesser push-up, sit-up, VJ, 75PR, and MSFT performance (p ≤ 0.024). When recruits were split into WC groups, group 4 had lesser performance in push-ups, sit-ups, VJ, and the 75PR compared with all groups (p ≤ 0.038). When split into WHR groups, group 4 performed less push-ups than group 1, less MSFT shuttles than group 3, and had a lower VJ compared with all groups (p ≤ 0.042). Recruits with a greater WC tended to have poorer fitness test performance.
Chemical imaging technology is a rapid examination technique that combines molecular spectroscopy and digital imaging, providing information on morphology, composition, structure, and concentration of a material. Among many other applications, chemical imaging offers an array of novel analytical testing methods, which limits sample preparation and provides high-quality imaging data essential in the detection of latent fingerprints. Luminescence chemical imaging and visible absorbance chemical imaging have been successfully applied to ninhydrin, DFO, cyanoacrylate, and luminescent dye-treated latent fingerprints, demonstrating the potential of this technology to aid forensic investigations. In addition, visible absorption chemical imaging has been applied successfully to visualize untreated latent fingerprints.

Empirical studies of information systems planning practices in organizations indicate that wide variations exist. We propose and test a model based on agency theory and transaction-costs economics to account for these variations. As senior management's uncertainty with respect to the information systems function increases, we argue they will delegate more decision rights to the information systems manager. As a result of increased agency costs, senior management will demand more information systems planning to provide the basis for monitoring and bonding of the manager. In addition, because information systems plans may be used to resolve the distribution of gains and losses between senior management and the information systems manager in the event of unforeseen circumstances, both senior management and the information systems manager will seek to exercise control over the planning process and the form of the final plan. We argue that the relative specialization of human capital of senior management versus the information systems manager will dictate whose views dominate in the preparation of and form of the information systems plan. Our empirical results show moderate support for our model.
Autoimmune diseases resulting from MHC class II-restricted autoantigen-specific T cell immunity include the systemic inflammatory autoimmune conditions rheumatoid arthritis and vasculitis. While currently treated with broad-acting immunosuppressive drugs, a preferable strategy is to regulate antigen-specific effector T cells (Teffs) to restore tolerance by exploiting DC antigen presentation. We targeted draining lymph node (dLN) phagocytic DCs using liposomes encapsulating 1α,25-dihydroxyvitamin D3 (calcitriol) and antigenic peptide to elucidate mechanisms of tolerance used by DCs and responding T cells under resting and immunized conditions. PD-L1 expression was upregulated in dLNs of immunized relative to naive mice. Subcutaneous administration of liposomes encapsulating OVA323-339 and calcitriol targeted dLN PD-L1hi DCs of immunized mice and reduced their MHC class II expression. OVA323-339/calcitriol liposomes suppressed expansion, differentiation, and function of Teffs and induced Foxp3+ and IL-10+ peripheral Tregs in an antigen-specific manner, which was dependent on PD-L1. Peptide/calcitriol liposomes modulated CD40 expression by human DCs and promoted Treg induction in vitro. Liposomes encapsulating calcitriol and disease-associated peptides suppressed the severity of rheumatoid arthritis and Goodpasture's vasculitis models with suppression of antigen-specific memory T cell differentiation and function. Accordingly, peptide/calcitriol liposomes leverage DC PD-L1 for antigen-specific T cell regulation and induce antigen-specific tolerance in inflammatory autoimmune diseases.
