Abstract In 2014, United Nations member states proposed a set of Sustainable Development Goals (SDGs), which will succeed the Millennium Development Goals (MDGs) as reference goals for the international development community for the period 2015–2030. The proposed goals and targets can be seen as a network, in which links among goals exist through targets that refer to multiple goals. Using network analysis techniques, we show that some thematic areas covered by the SDGs are well connected with one another. Other parts of the network have weaker connections with the rest of the system. The SDGs as a whole are a more integrated system than the MDGs were, which may facilitate policy integration across sectors. However, many of the links among goals that have been documented in biophysical, economic and social dimensions are not explicitly reflected in the SDGs. Beyond the added visibility that the SDGs provide to links among thematic areas, attempts at policy integration across various areas will have to be based on studies of the biophysical, social and economic systems at appropriate scales. Climate change is the defining human development challenge of the 21st Century. Failure to respond to that challenge will stall and then reverse international efforts to reduce poverty. The poorest countries and most vulnerable citizens will suffer the earliest and most damaging setbacks, even though they have contributed least to the problem. Looking to the future, no country — however wealthy or powerful — will be immune to the impact of global warming.The Human Development Report 2007/8 shows that climate change is not just a future scenario. Increased exposure to droughts, floods and storms is already destroying opportunity and reinforcing inequality. Meanwhile, there is now overwhelming scientific evidence that the world is moving towards the point at which irreversible ecological catastrophe becomes unavoidable. Business-as-usual climate change points in a clear direction: unprecedented reversal in human development in our lifetime, and acute risks for our children and their grandchildren.There is a window of opportunity for avoiding the most damaging climate change impacts, but that window is closing: the world has less than a decade to change course. Actions taken — or not taken — in the years ahead will have a profound bearing on the future course of human development. The world lacks neither the financial resources nor the technological capabilities to act. What is missing is a sense of urgency, human solidarity and collective interest.As the Human Development Report 2007/8 argues, climate change poses challenges at many levels. In a divided but ecologically interdependent world, it challenges all people to reflect upon how we manage the environment of the one thing that we share in common: planet Earth. It challenges us to reflect on social justice and human rights across countries and generations. It challenges political leaders and people in rich nations to acknowledge their historic responsibility for the problem, and to initiate deep and early cuts in greenhouse gas emissions. Above all, it challenges the entire human community to undertake prompt and strong collective action based on shared values and a shared vision.
Migration, both within and beyond borders, has become an increasingly prominent theme in domestic and international debates, and is the topic of the 2009 Human Development Report (HDR09). The starting point is that the global distribution of capabilities is extraordinarily unequal, and that this is a major driver for movement of people. Migration can expand their choices — in terms of incomes, accessing services and participation, for example — but the opportunities open to people vary from those who are best endowed to those with limited skills and assets. These underlying inequalities, which can be compounded by policy distortions, is a theme of the report.The report investigates migration in the context of demographic changes and trends in both growth and inequality. It also presents more detailed and nuanced individual, family and village experiences, and explores less visible movements typically pursued by disadvantaged groups such as short term and seasonal migration.There is a range of evidence about the positive impacts of migration on human development, through such avenues as increased household incomes and improved access to education and health services. There is further evidence that migration can empower traditionally disadvantaged groups, in particular women. At the same time, risks to human development are also present where migration is a reaction to threats and denial of choice, and where regular opportunities for movement are constrained.National and local policies play a critical role in enabling better human development outcomes for both those who choose to move in order to improve their circumstances, and those forced to relocate due to conflict, environmental degradation, or other reasons. Host country restrictions can raise both the costs and the risks of migration. Similarly, negative outcomes can arise at the country levels where basic civic rights, like voting, schooling and health care are denied to those who have moved across provincial lines to work and live. HDR09 shows how a human development approach can be a means to redress some of the underlying issues that erode the potential benefits of mobility and/or force migration.
The 2013 Human Development Report -- "The Rise of the South: Human Progress in a Diverse World" -- examines the profound shift in global dynamics driven by the fast-rising new powers of the developing world and its long-term implications for human development.China has already overtaken Japan as the worlds second biggest economy while lifting hundreds of millions of its people out of poverty. India is reshaping its future with new entrepreneurial creativity and social policy innovation. Brazil is lifting its living standards through expanding international relationships and antipoverty programs that are emulated worldwide.But the "Rise of the South" analyzed in the Report is a much larger phenomenon: Turkey, Mexico, Thailand, South Africa, Indonesia and many other developing nations are also becoming leading actors on the world stage.
The 2011 Human Development Report argues that the urgent global challenges of sustainability and equity must be addressed together – and identifies policies on the national and global level that could spur mutually reinforcing progress towards these interlinked goals. Bold action is needed on both fronts, the Report contends, if the recent human development progress for most of the world’s poor majority is to be sustained, for the benefit of future generations as well as for those living today. Past Reports have shown that living standards in most countries have been rising – and converging – for several decades now. Yet the 2011 Report projects a disturbing reversal of those trends if environmental deterioration and social inequalities continue to intensify, with the least developed countries diverging downwards from global patterns of progress by 2050.The Report shows further how the world’s most disadvantaged people suffer the most from environmental degradation, including in their immediate personal environment, and disproportionately lack political power, making it all the harder for the world community to reach agreement on needed global policy changes. The Report also outlines great potential for positive synergies in the quest for greater equality and sustainability, especially at the national level. The Report further emphasizes the human right to a healthy environment, the importance of integrating social equity into environmental policies, and the critical importance of public participation and official accountability. The 2011 Report concludes with a call for bold new approaches to global development financing and environmental controls, arguing that these measures are both essential and feasible.
Amartya Sen's ideas constitute the core principles of a development approach that has evolved in the Human Development Reports. This approach is a "paradigm" based on the concept of well-being that can help define public policy, but does not embody a set of prescriptions. The current movement from an age of development planning to an age of globalization has meant an increasing attention to agency aspects of development. While earlier Human Development Reports emphasized measures such as the provision of public services, recent ones have focused more on people's political empowerment. This paper reflects on Sen's work in light of this shift in emphasis. Gender analysis has been central to the development of the new agency-driven paradigm, and gender equity is a core concern. A gender perspective has also helped highlight important aspects of this paradigm, such as the role of collective agency in promoting development.
Abstract Tropical dry forests are the most threatened tropical terrestrial ecosystem. However, few studies have been conducted on the natural regeneration necessary to restore these forests. We reviewed the ecology of regeneration of tropical dry forests as a tool to restore disturbed lands. Dry forests are characterized by a relatively high number of tree species with small, dry, wind‐dispersed seeds. Over small scales, wind‐dispersed seeds are better able to colonize degraded areas than vertebrate‐dispersed plants. Small seeds and those with low water content are less susceptible to desiccation, which is a major barrier for establishment in open areas. Seeds are available in the soil in the early rainy season to maximize the time to grow. However, highly variable precipitation and frequent dry spells are important sources of mortality in seeds and seedlings. Collecting seeds at the end of the dry season and planting them when soil has sufficient moisture may increase seedling establishment and reduce the time they are exposed to seed predators. Germination and early establishment in the field are favored in shaded sites, which have milder environment and moister soil than open sites during low rainfall periods. Growth of established seedlings, however, is favored in open areas. Therefore, clipping plants around established seedlings may be a good management option to improve growth and survival. Although dry forests have species either resistant to fire or that benefit from it, frequent fires simplify community species composition. Resprouting ability is a noticeable mechanism of regeneration in dry forests and must be considered for restoration. The approach to dry‐forest restoration should be tailored to this ecosystem instead of merely following approaches developed for moister forests.

Dryland biomes cover two-fifths of Earth's land surface, but their forest area is poorly known. Here, we report an estimate of global forest extent in dryland biomes, based on analyzing more than 210,000 0.5-hectare sample plots through a photo-interpretation approach using large databases of satellite imagery at (i) very high spatial resolution and (ii) very high temporal resolution, which are available through the Google Earth platform. We show that in 2015, 1327 million hectares of drylands had more than 10% tree-cover, and 1079 million hectares comprised forest. Our estimate is 40 to 47% higher than previous estimates, corresponding to 467 million hectares of forest that have never been reported before. This increases current estimates of global forest cover by at least 9%.
Abstract Under the United Nations Framework Convention on Climate Change (UNFCCC), adaptation has recently gained importance, yet adaptation is much less developed than mitigation as a policy response. Adaptation research has been used to help answer to related but distinct questions. (1) To what extent can adaptation reduce impacts of climate change? (2) What adaptation policies are needed, and how can they best be developed, applied and funded? For the first question, the emphasis is on the aggregate value of adaptation so that this may be used to estimate net impacts. An important purpose is to compare net impacts with the costs of mitigation. In the second question, the emphasis is on the design and prioritisation of adaptation policies and measures. While both types of research are conducted in a policy context, they differ in their character, application, and purpose. The impacts/mitigation research is orientated towards the physical and biological science of impacts and adaptation, while research on the ways and means of adaptation is focussed on the social and economic determinants of vulnerability in a development context. The main purpose of this paper is to demonstrate how the national adaptation studies carried under the UNFCCC are broadening the paradigm, from the impacts/mitigation to vulnerability/adaptation. For this to occur, new policy research is needed. While the broad new directions of both research and policy can now be discerned, there remain a number of outstanding issues to be considered.
Abstract Many global environmental agendas, including halting biodiversity loss, reversing land degradation, and limiting climate change, depend upon retaining forests with high ecological integrity, yet the scale and degree of forest modification remain poorly quantified and mapped. By integrating data on observed and inferred human pressures and an index of lost connectivity, we generate a globally consistent, continuous index of forest condition as determined by the degree of anthropogenic modification. Globally, only 17.4 million km 2 of forest (40.5%) has high landscape-level integrity (mostly found in Canada, Russia, the Amazon, Central Africa, and New Guinea) and only 27% of this area is found in nationally designated protected areas. Of the forest inside protected areas, only 56% has high landscape-level integrity. Ambitious policies that prioritize the retention of forest integrity, especially in the most intact areas, are now urgently needed alongside current efforts aimed at halting deforestation and restoring the integrity of forests globally.
Climate change impacts threaten existing development efforts and achieving future sustainability goals. To build resilience and societal preparedness towards climate change, integration of adaptation into development is being increasingly emphasized. To date, much of the adaptation literature has been theoretical, reflecting the absence of empirical data from activities on the ground. However, the Funds established under the United Nations Framework Convention on Climate Change and managed by the Global Environment Facility, the Least Developed Countries Fund, the Special Climate Change Fund and the Strategic Priority for Adaptation, have approved financing for 133 adaptation projects in 70 countries with sufficient documented experience to allow for initial categorization and evaluation. This article provides the first substantial compendium of adaptation actions identified through the allocation and disbursement of these Funds and organizes these actions into a generalized typology of adaptation activities. The information obtained sheds new insight into what adaptation is, in practice, and suggests some next steps to strengthen the empirical database. Ten types of overarching adaptation activities were identified through an analysis of 92 projects financed through these Funds. This paper analyzes these adaptation activities and compares them with theoretical constructs of adaptation typologies. We find that many of the early ideas and concepts advanced by theoreticians are consistent with results from the field. The adaptation categories that recur the most in Global Environment Facility projects are enabling and relatively inexpensive measures, such as those related to capacity building, policy reform, and planning and management. However, a rich panoply of technical actions ranging from information and communications technology, to early warning systems, to new or improved infrastructure, are also identified as common project goals. Future refinements of the costs of various adaptation actions, the mixture of technical and management options, and evaluating the efficacy of actions implemented, will be key to informing the future global adaptation agenda.
Human pressure mapping is important for understanding humanity's role in shaping Earth's patterns and processes. Our ability to map this influence has evolved, thanks to powerful computing, Earth-observing satellites, and new bottom-up census and crowd-sourced data. Here, we provide the latest temporally inter-comparable maps of the terrestrial human footprint and assessment of change in human pressure at global, biome, and ecoregional scales. In 2013, 42% of terrestrial Earth could be considered relatively free of direct anthropogenic disturbance, and 25% could be classed as “wilderness” (the least degraded end of the human footprint spectrum). Between 2000 and 2013, 1.9 million km2—an area the size of Mexico—of land relatively free of human disturbance became highly modified. The majority of this occurred within tropical and subtropical grasslands, savannah, and shrubland ecosystems, but the rainforests of Southeast Asia also underwent rapid modification. Our results show that humanity's footprint is eroding Earth's last intact ecosystems, and greater efforts are urgently needed to retain them.
Parasites found in the human gastrointestinal tract can be largely categorized into two groups, protozoa and helminths. The soil-transmitted helminths (Ascaris lumbricoides, hookworm and Trichuris trichiura) are the most prevalent, infecting an estimated one-sixth of the global population. Infection rates are highest in children living in sub-Saharan Africa, followed by Asia and then Latin America and the Caribbean. The current momentum towards global drug delivery for their control is at a historical high through the efforts of numerous initiatives increasingly acting in coordination with donors, governments and local communities. Together, they have delivered enormous quantities of drugs, especially anthelmintics to children through nationwide annual or biannual mass drug administration largely coordinated through schools. However, a much larger and rapidly growing childhood population in these regions remains untreated and suffering from more than one parasite. Mass drug administration has profound potential for control but is not without considerable challenges and concerns. A principal barrier is funding. Stimulating a research and development pipeline, supporting the necessary clinical trials to refine treatment, in addition to procuring and deploying drugs (and sustaining these supply chains), requires substantial funding and resources that do not presently exist. Limited options for chemotherapy raise concerns about drug resistance developing through overuse, however, satisfactory pharmaco-epidemiology and monitoring for drug resistance requires more developed health infrastructures than are generally available. Further, the limited pharmacopeia does not include any effective second-line options if resistance emerges, and the research and development pipeline is severely depressed. Herein, we discuss the major gastrointestinal protozoa and helminths reviewing their impact on child health, changing epidemiology and how this relates to their control.
This study highlights drought characteristics and the many responses to drought stresses employed by Turkana pastoralists of northwestern Kenya. Multiple data sources, including socioeconomic interviews with 302 households, focus group discussions, and informal interviews with pastoralists were used to capture various aspects of drought and drought adaptation and coping practices. Standardized precipitation index derived from long-term rainfall data obtained from the Kenya Meteorological Service was used to quantify different degrees of drought intensity between 1950 and 2012. Results revealed that extreme drought events were increasingly frequent, and have impacted negatively on pastoral livelihoods. In order to adapt to or cope with climatic anomalies, households are using a variety of strategies. In addition to the traditional short-term coping mechanisms, the long-term adaptation strategies used include diversification of livelihood sources; livestock mobility to track forage and water resources; diversification of herd composition to benefit from the varied drought and disease tolerance, as well as fecundity of diverse livestock species; and sending children to school for formal education as a long term investment expected to pay back through income from employment. Policies and development interventions that reduce risks, diminish livelihood constraints, and expand opportunities for increased household resilience to drought are critical complements to the existing pastoral strategies.
Although the human immunodeficiency virus (HIV) infection pandemic has had a catastrophic impact on tuberculosis (TB) control efforts, especially in sub-Saharan Africa, most of the fundamental concepts reflected in the directly observed treatment, short course (DOTS) strategy still hold true in the HIV era. What has changed, and dramatically, is the importance of speedy and accurate TB diagnosis and the difficulty of achieving this. The disproportionate amount of smear-negative disease in sub-Saharan Africa, which shoulders two-thirds of the global burden of HIV infection and acquired immunodeficiency syndrome, has greatly complicated TB case detection and disease control. Now, 15 years after TB rates began to soar in countries where HIV infection is prevalent, we have learned that the conventional approach -- passively waiting for patients with advanced symptomatic disease to make their way to microscopy centers for diagnosis -- has disastrous consequences. Without better diagnostic tools for TB and effective strategies for their implementation, transmission will not be interrupted, mortality will not be checked, and TB will not be controlled in areas where HIV infection is prevalent. Fortunately, a number of technical opportunities exist for the creation of improved diagnostic tests. Developing and exploiting such tests to support TB control in HIV-infected populations is an urgent priority. A substantial public sector effort is under way to work in partnership with the biotechnology industry to accelerate progress toward that goal. In this article, we will define the need for better TB tests and describe technologies being developed to meet that need.
Transitioning from fossil fuels to renewable energy is fundamental for halting anthropogenic climate change. However, renewable energy facilities can be land-use intensive and impact conservation areas, and little attention has been given to whether the aggregated effect of energy transitions poses a substantial threat to global biodiversity. Here, we assess the extent of current and likely future renewable energy infrastructure associated with onshore wind, hydropower and solar photovoltaic generation, within three important conservation areas: protected areas (PAs), Key Biodiversity Areas (KBAs) and Earth's remaining wilderness. We identified 2,206 fully operational renewable energy facilities within the boundaries of these conservation areas, with another 922 facilities under development. Combined, these facilities span and are degrading 886 PAs, 749 KBAs and 40 distinct wilderness areas. Two trends are particularly concerning. First, while the majority of historical overlap occurs in Western Europe, the renewable electricity facilities under development increasingly overlap with conservation areas in Southeast Asia, a globally important region for biodiversity. Second, this next wave of renewable energy infrastructure represents a ~30% increase in the number of PAs and KBAs impacted and could increase the number of compromised wilderness areas by ~60%. If the world continues to rapidly transition towards renewable energy these areas will face increasing pressure to allow infrastructure expansion. Coordinated planning of renewable energy expansion and biodiversity conservation is essential to avoid conflicts that compromise their respective objectives.
Collect Earth is a free and open source software for land monitoring developed by the Food and Agriculture Organization of the United Nations (FAO). Built on Google desktop and cloud computing technologies, Collect Earth facilitates access to multiple freely available archives of satellite imagery, including archives with very high spatial resolution imagery (Google Earth, Bing Maps) and those with very high temporal resolution imagery (e.g., Google Earth Engine, Google Earth Engine Code Editor). Collectively, these archives offer free access to an unparalleled amount of information on current and past land dynamics for any location in the world. Collect Earth draws upon these archives and the synergies of imagery of multiple resolutions to enable an innovative method for land monitoring that we present here: augmented visual interpretation. In this study, we provide a full overview of Collect Earth’s structure and functionality, and we present the methodology used to undertake land monitoring through augmented visual interpretation. To illustrate the application of the tool and its customization potential, an example of land monitoring in Papua New Guinea (PNG) is presented. The PNG example demonstrates that Collect Earth is a comprehensive and user-friendly tool for land monitoring and that it has the potential to be used to assess land use, land use change, natural disasters, sustainable management of scarce resources and ecosystem functioning. By enabling non-remote sensing experts to assess more than 100 sites per day, we believe that Collect Earth can be used to rapidly and sustainably build capacity for land monitoring and to substantively improve our collective understanding of the world’s land use and land cover.
This article addresses the interconnection of political socialization and identity development. We begin with Erikson's work, which identified the development of political commitment in adolescence as a key aspect of identity formation. We then seek to shed light on the social processes through which youth become engaged in political activities and issues. We discuss the influences of family and peers as well as participation in community service and other civic activities. The development of social responsibility and agency, and an understanding of the complexity of social issues are considered as important facets of political commitment. Data from a case study of Black urban adolescents who participated in a year‐long service learning program are used to illustrate our perspective. We conclude that social‐historical context, instantiated in social relationships and actions, plays a pivotal role in the process and shape of political socialization and identity formation.
ABSTRACTS This study investigated the effects of orthographic depth on reading acquisition in alphabetic, syllabic, and logographic scripts. Children between 6 and 15 years old read aloud in transparent syllabic Japanese hiragana, alphabets of increasing orthographic depth (Albanian, Greek, English), and orthographically opaque Japanese kanji ideograms, with items being matched cross‐linguistically for word frequency. This study analyzed response accuracy, latency, and error types. Accuracy correlated with depth: Hiragana was read more accurately than, in turn, Albanian, Greek, English, and kanji. The deeper the orthography, the less latency was a function of word length, the greater the proportion of errors that were no‐responses, and the more the substantive errors tended to be whole‐word substitutions rather than nonword mispronunciations. Orthographic depth thus affected both rate and strategy of reading. Este estudio investigó los efectos de la profundidad ortográfica en la adquisición de la lectura en sistemas de escritura alfabético, silábico y logográfico. Niños entre 6 y 15 años leyeron en voz alta en el sistema transparente silábico japonés hiragana, en sistemas alfabéticos de opacidad creciente (albanés, griego, inglés) y en el sistema ortográficamente opaco de los ideogramas japoneses kanji. Los ítem fueron apareados según la frecuencia de las palabras en las lenguas estudiadas. El estudio analizó precisión latencia y tipos de error de las respuestas. La precisión correlacionó con la profundidad ortográfica: el hiragana se leyó más correctamente que, en orden decreciente, el albanés, griego, inglés y kanji.
