Abstract
The results of system dynamics simulation. "Data of Fig 9 and 10.pdf" shows the number of users over time for several cases with parameters sensitive to the number of BCPF service users. "Data of Fig 11.pdf" shows a more extensive search of the parameter space for these sensitive parameters.
